Skyerise (T-C-L) was blocked for personal attacks. They appealed promising to apologize. Ritchie333 (T-C-L) offered to unblock them with the condition that they accept a 1RR restriction. He then went on to unblock them because the blocking admin agreed to the 1RR. Skyerise did not agree (nor disagree) so far.

The block was reinstated after Doug Weller, the blocking admin, objected to the unconditional conditional unblock.
