If you think it is embarrassingly bad now, check out the original version, it's partly yellow for some reason. link. I've removed the awful image, but it's in use on other projects so Commons won't delete it. I've also taken the article to AFD as non-notable original research. I think you may have something there. All three images were uploaded in late May 2018 by accounts that were only active at that time and never uploaded anything else.

Sports articles seem to be the source of a lot of crappy images. It's not hard to see why, but if this was the best I could do I wouldn't bother.

It could be a preseason game, as that might explain the lack of fans, but most likely it's simply because the game was being played in Los Angeles where people generally don't bother to go to the stadium if their team has been losing. All the necessary info is in the 1989–1996 section of the article about the Falcons, which is also where the (uncropped) photo is being used, appropriately enough (it's also being used in 1991 Atlanta Falcons season (T-H-L)). The Rams went 3-13 that year, and I might add that Anaheim Stadium was a real dump during that era anyway, which probably also affected the attendance numbers. The problem with some of these images is that they are old, meaning they were scanned form an actual photograph. Cropping and blowing up such images pretty much just does not work. I'd not heard of Mr. O'Connot before but it is mildly surprising that this is basically the only free image of someone who was in the public eye for so long.

Its age demographic and quite common for entertainers of his Generation. Des O'Connor, while a widely known person in the UK is not someone who the under-40's are going to be particularly interested in. The description on Commons says explicitly "portrait flou" (blurred portrait). It isn't used on his article on ENWP. Indeed, there is no photo of him there. I have no idea why that photo is used at all when there is an unblurred picture of him on Commons.

I think "unflattering" is in the mind of the beholder. I don't think all of these are unflattering, even though they may not be good choices for an encyclopedia article. For instance, is this infobox image from Archduke Rudolf of Austria (1919–2010) (T-H-L) unflattering, or is it charming?

I agree with your comments on the merits of the image, it is a godawful 'portrait', and there is no particular reason why this gentleman should be permitted to adorn that article with his promotional pic, and lots of good reasons he should not.
However, it's far from unusual for somebody to think that a WP page is just another page on the internet where you can plonk a picture, like Twitter, Facebook, LinkedIn etc, and there is no particular reason to expect everyone in the world to understand WP's particular rules and procedures until they have been politely explained.

I know it's tedious to do things properly, and far easier just to use Twinkle to pop on a couple of impersonal templates then block people - but it still never looks good.
