Those two articles don't have a sourced statement with regards to the Red Cross symbol being used on Tonga's flag.
I bet that there would be many non-Tongan children believing that the Red Cross is based in Tonga rather than in Geneva.

The Red Cross copyrighted its symbol before the current flag of Tonga was used. Tonga's previous flag was exactly the same as the current Red Cross flag, except that Tonga's former flag (as well as its current flag) has 1:2 proportion, while the Red Cross flag has 1:1 proportion.
Note that the Red Cross was formally established after the current flag of Tonga was adopted.
The Red Cross goes after video game developers who used its symbol on health packs, and yet, the Red Cross does not go after the Tongan government. Yes, Tonga has its own Red Cross chapter, confusingly enough.
