Yes, it is not a hoax. Having lived in rural China and Japan for a couple of years I can vouch that a lot of customs are present in both of the countries that would be considered taboo in the rest of the world.

Yes, I too have seen some weird customs in a few Asian countries when I was posted there. Some really strange ones with no logic behind them. But there are a few such customs in some of the Western countries as well.

The naked bike ride movement being a good example of a nonsensical weird festival (at face value at least)

More locally, there is a festival where everyone strips off and runs into the sea en-mass, in December when it is cold af, and competes to see how long they can stay in the sea for before running back before they die of hypothermia. It's very popular, thousands take part.

The new year is usually the time for "polar bear plunge" events all across the colder parts of the states, but not usually naked (in fact costumes are popular) and people get sponsors who donate to charitable causes. The Wikipedia article gives no information on how this practice got started, but I'm guessing alcohol and/or cabin fever were involved.

NYC has that gross "ride the subway with no pants on" day. I dn't mean it's gross because of half naked people but rather because the NYC subway is not something most people want -more- physical contact with, what with all the public masturbation, peeing, rats, etc...

(cue some angry New Yorker telling me why it's the best thing ever)
