14 novembre (T-C-L) is an Italian football (soccer) fan who has come to enwiki after being blocked on Italian Wikipedia (irregularly, or so he claims). He has a long list of socks on the Italian Wikipedia. Now he is asking for advanced permissions on enwiki (after 330 edits since account creation in November). He complains that it is unfair to hold his Italian socks against him, because (a) he didn't use them on enwiki (or only a little) and (b) he stopped three weeks ago.
There are also allegations of disruptive editing.

I assume that his user name refers to the date of a football game between Italy and England, the so-called Battle of Highbury (T-H-L). At least that's the only event on 14 November that I could find that an Italian football fan might be excited about.
On his user page he lists his "perfect team". Except he forgot a goalkeeper and uses twelve instead of eleven players.
