Some further thoughts:
How did I find out about the article? Forsooth1234 made a post on the Conflict of Interest Noticeboard, which did not generate any discussion whatsoever over whether including the allegations was appropriate. I think some of the AfD participants came from it, but there was no further discussion after the AfD closed.
I also omitted the fact that I was an involved party here, I edit warred with Panghea about the allegations on the 1 August, which I admitted to in the initial forum post. Maybe that omission in the final piece is dishonest, but I though it distracted from the narrative, and wasn't really of any consequence. I think I could have conducted myself better.
Maybe one could make the BLP argument that since the allegations were not widely covered before the indictment that they should have been omitted, and maybe that's fair. Artnet is widely respected outlet in the art world and I doubt they would have run the stories unless they had substantial corroboration. I don't think BLPCRIME applied, as Rosa was a relatively well known artist.
I should emphasise that Panghea, when very specifically asked multiple times, refused to disclose whether or not they had a COI.

Yup. Concise, and to the point. Wikipedia screws things up with almost unrivalled consistency, when it comes to 'conflict-of-interest' issues. If it was better at it, the Wikiautobiographers might have less opportunities to shoot themselves in the foot. They should probably add "and unless you are sure the Feds won't be after you later" to the section in WP:COI that starts "You should generally refrain from creating articles about yourself, or anyone you know, unless through the Articles for Creation process". Not that it would probably deter many autoboosterists, given the ego issues so often involved.

Here's an English language version of the story. They found him because his wife posted a photo on Instagram that showed a water bottle with the words “Mil Fontes” on it. Vila Nova de Milfontes is a place on the Atlantic coast in southwest Portugal.

New piece In Der Standard: https://www.derstandard.at/story/200013 ... 1083807632 looks like Rosa's history of selling forged or stolen art goes back over a decade, at least to 2009.
Also there's an interesting detail in the comments by one of Der Standard's staff which says that Rosa claims that they were born in 1982 (which is the date used for their auction profiles), but was actually born in 1978 (which is corroborated by the FBI indictment), seems like a strange thing to lie about, not sure that's worth correcting in the blog post. Rosas contradictory birth dates have been the focus of recent edit warring with Paris based IP user, which has resulted in the article being semi-protected.

It would not surprise me if the age thing was to qualify for some sort of grant/educational program.
