When a Wikipediocracy forum member is muted, that means they have been placed into a group that does not allow posting, private messaging, use of the email button, or the ability to report a post.
Thus, they can't communicate on the forum.
Typically we also update their rank to 'Muted.'
They can still log on and see whatever forums they had permission to view before, but can't, for a time, participate.
This is a less severe sanction than banning.
One of our members asked for this notice to clarify things, as they felt their legions of fans would be hurt and confused by their sudden silence.
