While it does appear that ZiaLater has a legitimate connection to Venezuela, I suspect for others it's easy to use Venezuelan politics as a proxy for American politics, particularly to escape scrutiny and sanctions that might come in the more heavily moderated American politics area.

My take which nobody will care about is that NFL draft should refer to the actual drafting process while NFL Draft should refer to the event at which it is held. So you might say "he was taken in the 6th round of the 1977 NFL draft" but also "he was interviewed by the media at the NFL Draft".

While it's perfectly fine to use a limited group to resolve behavioral issues (as in admins and ArbCom), content has always been determined by user consensus, and I don't really see a reason why that needs to change.
