I do think a "recall"-based system would be an improvement, but I don't think anything is going to pass. I'd personally support requiring re-confirmations (every 7 years, perhaps?), and an "admin emeritus" status for admins who don't try to get re-confirmed. Some of the problems of devolving admin ...
