It has to do with ball-topped airplane control levers being pushed forward as far as they can go, i.e. going all-out. I think RfA should be by secret ballot, with the existing questions section maintained. Effectively a mini Arb system. What the criteria for voting would be i'm not sure. A study/survey of blocked editors would be difficult to execute, particularly for permablocked anonymous editors.
I think that the attendant unblock-grovelling that is expected by some admins and the fact that block logs are used as a badge of shame are two things that are very wrong.
